Z HIPAAHealth Insurance Portability and Accountability Act (HIPAA) of 1996 A U.S. law enacted to help protect and restrict consumer health information. The act provides heavy penalties and potential jail time for offenders, including corporate officers. The HIPAA was signed into law by President Clinton in August 1996. After extensive delays and difficulties in establishing standards for data content and formats for submitting electronic claims and other administrative healthcare transactions, most covered entities had to comply with these standards by October 16, 2002. source: Champlain, Auditing Information Systems:2003
